Born on 2nd August, 1960, in Jos Plateau State, Manger, who hails from Tarka local government area of Benue State, attended primary school at LGEA Primary School, Makurdi between 1967 and 1972.
He thereafter, proceeded to Tilley Gyado College, also in Makurdi in 1972 but transferred to Government Technical College, Makurdi in 1975. He graduated from the institution in 1978 with City and Guilds in Motor Mechanic Work, Parts I & II. In 1986, Manger obtained another City and Guilds certificate, this time in Automotive Technician Course II from Kaduna State Polytechnic.
In 1997, he attended Benue State University, Makurdi for Advanced Diploma in Personnel Management which he obtained in 1998. Manger returned to the same institution for a Master’s Degree in Personnel Administration which he successfully acquired in 2000.
In 2003, he was admitted into the Nigeria Institute of Transport Technology (NITT), Zaria where he graduated with an Advanced Diploma in Transport Technology in 2004.
Manger has plied his trade in several establishments, both private and public. He did a brief stint with the Benue Cement Company, Gboko between June and October 1978 as a Technical Assistant. From 1980 to 1981, he worked with UTC Motors as Foreman, and in 1981, was employed as Assistant Works Superintendent in the Mechanical Department of the Ministry of Rural Development and Cooperatives Makurdi where he remained until 1985.
Manger transferred services to the Benue Bottling Company Makurdi in the later part of 1985 where he was employed as a Mechanical Assistant until 1989 when he again moved to Taraku Mills Ltd as Maintenance Superintendent where he remained until 1992 when he was deployed to Benue Links Nigeria Limited, Makurdi. He worked variously as Workshop Engineer, Workshop Manager and Assistant General Manager until 1999. In 2000 he was appointed General Manager of the company and served until 2011.
He had also been Director, Africa Infrastructure Investment Centre, from 2012 till date.
Manger attended several courses in various fields mostly in the transportation industry as well as management within and outside the country. He is also a member of several professional bodies prominent among them Nigeria Institute of Management (MNIM); Member, Institute of Corporate Administrators; Member, Chartered Institute of Transport and Logistics and Member, Institute of Corporate Executives of Nigeria.
He is also Fellow, Institute of Industrial and Corporate Administrators; Fellow, Institute of Human and Natural Resources; Fellow, Certified Institute of Management, and Fellow, the Civilian Institute of Democratic Administration.
Manger has received more than twenty awards from organizations across the globe in recognition of his services to humanity.
Married with children, he is also widely travelled.
