Membership of NSIWC (National Salaries, Incomes and Wages Commission) comprises the chairman, commissioners and other management team members as follows:
- The Commission shall comprise a Chairman who shall be the Chief Executive and the following other members:
(a) three full-time Commissioners;
(b) the Permanent Secretary, Office of Establishments and Management Services of the Presidency (now Office of the Head of the Civil Service of the Federation);
(c) the Permanent Secretary, Federal Ministry of Employment, Labour and Productivity (now Federal Ministry of Labour and Employment);
(d) one representative of the Nigerian Employer’s Consultative Association;
(e) one representative of the Nigeria Labour Congress; and
(f)four other persons of proven integrity and relevant expertise.
- The Chairman and Members of the Commission shall be appointed by the President.
- A member of the Commission shall, subject to the provisions of this Act, hold office for five years from the date of appointment as a member and shall be eligible for re-appointment for a further term of five years and no more.
National Salaries, Incomes and Wages Commission (NSIWC)
The National Salaries, Incomes and Wages Commission (NSIWC) is the government agency responsible for determining the salary for every post
in the Federal Public Service. The Commission was established by NSIWC Decree 99 of 1993 (now referred to as NSIWC Act, CAP N72, Laws of the Federation of Nigeria). Before the establishment of the NSIWC, the government set up ad hoc Commissions/Panels at different times to deal with issues relating to salaries and wages in the Public Service of Nigeria.
Due to the non-realization of government’s objectives by these ad hoc bodies, the Udoji Commission, which was set up from 1972-1974, recommended that a permanent body should be established to handle the periodic review of wages and salaries in the Federal Public Service. This recommendation led to the establishment of the National Salaries, Incomes and Wages Commission.
