Raymond Yavbieri was the CLERK of Delta State House of Assembly. Born on August 20, 1957 in Lagos into the family of Chief Samuel Yavbieri of Uwheru in Ughelli North Local government area of Delta State, Nigeria, he started his primary education in 1966
Young Raymond attended St. James Anglican Primary School Benin-City where .’ he passed out in 1971. He then proceeded to the famous Government College, Ughelli and obtained the West African school certificate in 1976. In 1978 he acquired the Higher school certificate :trom the Institute of Continuing Education in Benin-City.
Raymond attended the University of Benin, Benin-City for his University Education and graduated with a B.Sc degree in Geography in 1986. He also holds a Masters degree in Public Administration.
To become CLERK, the administrative head of the House, Raymond worked hard climbing one rung of the civil service ladder after the other, accumulating various types of work experience and imbibing the bureaucratic culture. First, he started as a clerical officer in the then Ministry of communications in Benin-City in 1976.
Between 1990 and 1991, he worked as a clerk assistant in the Political and Economic Matters department in the Military Administrator’s office, Benin-City.
At the creation of Delta State, Raymond as a Deltan was transferred to Delta State House of Assembly in the young State. He worked as clerk-at-table in the Legislative Matters department.
Mr. Yavbieri served as secretary to the House Committee on Commerce and Industry; Budget Monitoring and Evaluation as well as the Committee on Public Accounts in the first Assembly i.e between 1992 1993 before the life of that democratic experience was cut short by the then Military regime in power.
Between 1994-1999, he returned and worked in the Delta State Civil service commission as Administrative Officer and later functional Director in charge of Appellate and monitoring.
On the return of civil rule in 1999 and the subsequent inauguration of the 2nd Assembly, Mr. Yavbieri was returned to Delta State House of Assembly, this time, as senior legislative officer.
He rose to the position of Director, Protocol and Information Department :trom 2000 – 2002; :trom 2002 to October 2003, he was Director, Library and Research and later Director, Library/Research/Maintenance department.
In October 2003; Uncle Ray’ as he is fondly called was appointed Deputy clerk of the House. He held this post till May 25, 2006 when he was made substantive Clerk on the retirement of the then Clerk.
He has attended several courses on Legislative practice and procedure, Legislative Capabilities and Performance as well as courses in Management orientation both in Nigeria and abroad.Mr. Raymond Yavbieri is happily married and has four children.
