The areas are ruled by traditional rulers of different hierarchy.

The traditional councils for each intermediate area comprise the following:

  1. Chairman
    (who has to be the First Class Chief in intermediate area)
  2. First Class Chiefs
  3. Second Class Chiefs
  4. Third Class Chiefs
  5. District/Ward Heads
  6. Kindred heads
  7. Village heads

In addition to the two are monarchs of other ethnic groups in the state like the ones for Igede, Etulo, Nyifon aming others.

Benue, as at 2016, has 10 intermediate
area traditional councils or chiefdoms that covers the whole state.

Tiv, for instance has about 6 of the intermediate areas.

Smaller ethnic groups form part of the intermediate areas located in their local government areas.
