Riau at a glance

  • Riau is a province on the island of Sumatra, with Pekanbaru as its capital and largest city.
  • It is divided into 10 regencies (kabupaten) and 2 cities (kota), which together contain 172 districts (kecamatan).
  • Districts are in turn made up of rural villages (desa) and urban villages (kelurahan). All of Pekanbaru’s 83 administrative villages are kelurahan.
  • In Indonesia’s official area codes, Riau’s code is 14, so district codes in Riau start with 14 (for example, 14.01 is Kampar and 14.71 is Pekanbaru).

Districts per regency or city

  • Kampar Regency: 21 districts. Seat: Bangkinang. Area 11,289.28 km². Population about 922,800 (2025).
  • Indragiri Hilir Regency: 20 districts. Seat: Tembilahan. Area 13,136.14 km². Population about 731,400 (2025).
  • Rokan Hilir Regency: 18 districts. Seat: Bagansiapiapi. Area 9,068.63 km². Population about 688,100 (2024).

  • Dumai City: 7 districts (Bukit Kapur, Dumai Barat, Dumai Kota, Dumai Selatan, Dumai Timur, Medang Kampai, Sungai Sembilan).

Total: 21 + 20 + 18 + 16 + 15 + 15 + 14 + 14 + 12 + 11 + 9 + 7 = 172 districts.

Notable facts

  • With most districts: Kampar (21), followed by Indragiri Hilir (20) and Rokan Hilir (18). Fewest: Dumai (7) and Kepulauan Meranti (9).
  • Largest district by area: Teluk Meranti in Pelalawan, at 4,321.64 km². Gaung (Indragiri Hilir, 2,182.80 km²) and Singingi (Kuantan Singingi, 1,953.55 km²) come next.
  • Smallest district by area: Pekanbaru Kota, at 2.26 km², followed by Sail (3.26 km²) and Limapuluh (4.04 km²), also in Pekanbaru.
  • Most populous districts: Mandau in Bengkalis (about 175,000 in the 2025 estimate) and Tuahmadani in Pekanbaru (about 172,000 in 2024). Marpoyan Damai in Pekanbaru is next at about 156,000.
  • Island districts: Bengkalis Island holds Bengkalis and Bantan; Rupat Island holds Rupat and Rupat Utara. In Kepulauan Meranti, Tebing Tinggi Island has three districts, Rangsang Island has three, Padang Island has two (Tasik Putri Puyu and Merbau), and Pulau Merbau is a single district.
  • A geographic oddity: Tandun and Kabun, both in Rokan Hulu, form a long strip reaching into Kampar Regency.
  • Shared names: Bengkalis, Siak, Kampar and Pelalawan each have a district with the same name as the regency. Pekanbaru also has a Pekanbaru Kota district.
  • Renamed districts: Kuok was formerly Bangkinang Barat, Kampa was formerly Kampar Timur, and Bangkinang is also called Bangkinang Seberang.

How district numbers have grown

New districts are usually created by splitting existing ones, so counts keep rising:

  • Pekanbaru: from 12 to 15 districts in the 2021 reorganisation. Tampan was replaced by Binawidya and Tuahmadani, Tenayan Raya was split to create Kulim, and Rumbai and Rumbai Pesisir were reorganised into Rumbai, Rumbai Barat and Rumbai Timur.
  • Kepulauan Meranti: created in 2008 with 5 districts, re-divided into 9 in 2011.
  • Rokan Hilir: 13 districts in 2010, now 18.
  • Kuantan Singingi: 12 districts in 2010, now 15.
  • Bengkalis: 8 districts after 2008, now 11.
  • Kampar: 12, then 19, now 21.
  • Dumai: 3 districts when it became a city in 1999, 5 by 2001, and 7 since 2009.

Understanding Riau’s districts

How Riau is organised

Indonesia is governed in layers. Below the national government sits the province, and Riau is one of them. Each province is divided into regencies (kabupaten), which are mostly rural or mixed areas, and cities (kota), which are urban. Below those sit the kecamatan, usually translated as district or subdistrict, and below the kecamatan sit the villages: rural desa and urban kelurahan. Riau has ten regencies and two cities, and between them they hold 172 districts.

It helps to know that Riau here means the mainland province on Sumatra. The Riau Islands, around Batam and Bintan, are a separate province with their own list of districts.

A province shaped by rivers and coastline

Riau stretches across central Sumatra from the highlands bordering West Sumatra to the Strait of Malacca, and its regencies follow the rivers. Kampar and Kuantan Singingi sit in the upper river basins, while Siak, Rokan Hulu, Rokan Hilir and the two Indragiri regencies take their names or character from the Siak, Rokan and Indragiri rivers. Indragiri Hilir, the easternmost regency, is a low-lying delta area where many districts, such as Gaung, Mandah and Kateman, are reached largely by water.

The north and east coasts add islands to the map. Bengkalis and Rupat islands lie in the Strait of Malacca, while Kepulauan Meranti is an archipelago made up of Tebing Tinggi, Rangsang, Padang and Merbau islands. This is why districts like Rangsang Pesisir and Tasik Putri Puyu are island districts rather than mainland ones.

Why the number of districts keeps changing

The most important thing to understand about Indonesian districts is that they are not fixed. After 1999 a wave of regional division, known as pemekaran, split large regencies into new ones. Pelalawan, Rokan Hulu and Kuantan Singingi were all carved out of larger regencies in October 1999, and Kepulauan Meranti was separated from Bengkalis in 2008. Districts followed the same pattern. When a district grows quickly, usually because of plantations, industry or migration, it is divided so that local government stays within reach of residents.

Bengkalis shows this clearly. Its large southern district of Mandau, home to the oil town of Duri, was split to create Bathin Solapan, and Pinggir was split to create Talang Muandau. Pekanbaru shows the urban version: as suburbs such as Tampan grew, the city reorganised its map from 12 to 15 districts in 2021.

Big differences between districts

Because districts are created for administration, not equal size, they vary enormously. Teluk Meranti in Pelalawan covers more than 4,300 km² and has roughly 19,000 residents, while Pekanbaru Kota covers only 2.26 km² and sits in the heart of the capital. Some districts hold more than 100,000 people, and others, such as Sungai Batang in Indragiri Hilir, have around 10,000. This spread is why district-level data is so useful: provincial or regency averages hide the contrast between a dense urban kelurahan and a remote riverine district.
