Governance under Prabowo Subianto: A Look at the Red and White Cabinet

The formation of President Prabowo Subianto’s Red and White Cabinet (Kabinet Merah Putih) marks a significant shift in Indonesia’s administrative landscape. As the largest Indonesian cabinet since 1966, the expanded structure features over 40 ministries grouped into seven coordinating portfolios. Designed as a broad political coalition, the administration combines political figures, former military officials, and economic technocrats to fulfill Prabowo’s ambition for national self-sufficiency and high economic growth.

Economic Downstreaming and Food Security

At the heart of the administration’s policy platform is the drive for food, energy, and resource sovereignty. Under Zulkifli Hasan (Coordinating Ministry for Food Affairs), the cabinet is targeting complete national food self-sufficiency through supply chain modernization, agricultural subsidies, and expanded cultivation programs.

On the economic front, Airlangga Hartarto (Coordinating Minister for Economic Affairs) and Rosan Perkasa Roeslani (Investment and Downstreaming) oversee the continued push for industrial downstreaming (hilirisasi). This policy forces domestic processing of critical raw materials like nickel, copper, and bauxite before export, ensuring higher domestic value addition and industrial growth.

Defense, Security, and Foreign Affairs

With former general Sjafrie Sjamsoeddin leading the Ministry of Defense, national defense strategy focuses on military modernization (Minimum Essential Force) and domestic defense industry growth.

In diplomacy, Foreign Minister Arrmanatha Nasir advances Indonesia’s long-standing “free and active” (bebas-aktif) foreign policy. Under this strategy, Jakarta balances engagement with major powers—including the United States and China—while deepening integration with regional economic groupings like BRICS and ASEAN.

Infrastructure, Law, and Regional Integration

Infrastructure development has been reorganized under Agus Harimurti Yudhoyono (Coordinating Minister for Infrastructure and Regional Development) to connect remote regions, support agricultural hubs, and complete ongoing national strategic projects.

Simultaneously, the administration created separate legal and human rights portfolios—led by Yusril Ihza Mahendra (Law, Human Rights, Immigration, and Penitentiary Affairs)—to streamline legal reforms, overhaul prison management, and address regulatory bottlenecks.
