Colonel Mohamed Buba Marwa was born on September, 9, 1953 in Kaduna where his father was serving as an officer in the Nigerian Army. The family is from Michika in Adamawa state.
He was educated at the Nigerian Military School Zaria and the Nigerian Military Academy Kaduna. He was commissioned as a Second Lieutenant in Nigerian Army Reconnaissance Corps and later the Armoured Corps. Col. Marwa has since being commissioned held a number of Command and Staff appointments. He is a holder of two Master’s degrees in International Affairs and Public Administration from the Universities of Pittsburgh and Harvard respectively.
Before his appointment as Military Administrator of Lagos State, Col. Marwa was one time Military Governor of Borno State (1990 – 1992), Deputy Defence Adviser Nigerian Embassy, Washington D.C. and Defence Adviser to the Nigerian Permanent Mission, United Nations Headquarters, New York.
Colonel Marwa was the eleventh Chief Executive of Lagos State.
MR BABARINDE DA-SILVA
SECRETARY TO THE STATE GOVERNMENT
Mr. Da-Silva was born on February 20, 1949, at Popo Aguda (Catholic settlement) in the heart of Lagos. He holds a Bachelor of Science degree in Political Science from the University of Oregon, Eugene, Oregon and a Master of Arts degree in Government and Politics from the University of Maryland in the United States. Mr. Da-Silva has held sensitive and strategic positions in the State since March 1976.
He was until his present appointment, Permanent Secretary of the Political and General Administration Office.
ALHAJI BABATUNDE TAJUDEEN ROTINWA
HEAD OF SERVICE
Alhaji Rotinwa joined the Lagos State Civil Service in 1976 as an Inspector of Education Grade I. Between July 1991 and August 1993, he served at the Local Government Service Commission as Director in the Directorate of Establishment and Training. He was later appointed Director General of the Commission in September, 1994.
Up till his appointment as the Head of Service, he was the Permanent Secretary, Office of Local Government Administration.
Born on June 29, 1945, at Ikorodu, Alhaji Rotinwa is a holder of Bachelor of Science (B.Sc.) degree in Biology (1974) and a Master of Science (Ms.) degree in Natural Science (1975).
MR. MUFUTAU OLATUNDE ANIMASHAUN
COMMISSIONER FOR AGRICULTURE, CO-OPERATIVES AND RURAL DEVELOPMENT
Mr. Animashaun holds a Bachelor of Science (B.Sc.) degree in Agriculture in 1981, a Master of Science (M.Sc) Degree in Tropical Agriculture and Crop Science in 1986, and a Master of Philosophy Degree from the University of Ibadan in 1996.
Mr. Animashaun worked in various capacities in the Federal Ministry at different stages of his career. His last appointment was as Deputy Rector of the State Polytechnic and as Coordinator of EEC / LAGOSTECH Agricultural Training Improvement Programme (ATIP) Projects, before his present appointment as Commissioner.
MRS. SEKINAT OLUSOLA YUSUF
COMMISSIONER FOR EDUCATION
On completion of her Bachelor of Science Degree in Computer Science, Mrs. Yusuf later obtained a master of Business Administration (MBA) from the University of Lagos in 1991.
She moved to the Nigerian Universal Bank in 1986 where she set up a Computer Department. Mrs. Yusuf later joined Union Bank in January 1988 as Project Manager. In December 1990, she joined Access Bank as Manager and Head of Computer Department.
Mrs. Yusuf rose to the post of Principal Manager at Access Bank in April 1995, a position she held till her appointment as the first Commissioner in charge of the newly created Ministry of Women Affairs and Social Development in 1996. Mrs. Sekinat Yusuf who was born on May 1, 1953 is married with 2 children.
DR. MICHAEL ODUKOYA OGUNGBESAN
COMMISSIONER FOR HEALTH
He graduated with a Doctor of medicine (M.D) Degree from the Kuban State Medical Institute, USSR in 1975, and in 1982 did his Postgraduate in-service training at the Spinal Injury Management and Rehabilitation Centre, Mulhouse Cedex, France.
A member of a number of National and International Professional bodies, an active advocate for the cause of the physically disabled, the Commissioner is a co-founder and trustee of the Spinal cord Injuries Association of Nigeria and other organisations for the disabled and former member of the Lagos State Hospitals Management Board (LSHMB).
Prior to his present appointment, Dr. Ogungbesan was the Head of the Department of Spinal Cord Injuries and Community-Based Rehabilitation at National Orthopedic Hospital, Igbobi, Lagos.
COMRADE AYODELE OLUWOLE ELESHO
COMMISSIONER FOR INFORMATION, CULTURE AND SPORTS
The former Chairman of the Nigeria Labour Congress (Lagos State Chapter between December 1988 – May 1996, was up to his appointment into the State Cabinet, a full time State Secretary of the Civil Service Technical Workers Union of Nigeria.
Comrade Elesho holds a Certificate in Industrial Relations and an Advanced Diploma in Political Science. At various times he had been Chairman of the Lagos State Branch of the National Industrial Safety Council of Nigeria.
DR. ABIODUN OLATUNJI ODUNMBAKU – WILSON
COMMISSIONER FOR PUBLIC TRANSPORTATION
Dr. Odunmbaku – Wilson is a Scholar, Research Scientist, Professor, Civil/Transport Engineer, Architect, Quantity Surveyor, Planner, Planning Consultant and Author, all rolled into one. He was born in Lagos State in 1952.
He began his higher academic pursuit, obtaining a Higher National Diploma (H.N.D.) in Civil Engineering at the Polytechnic of Ibadan, and culminated it with a Doctor of Philosophy (Ph.D.) Degree in Transportation Engineering and Planning. He started in 1973, and was intermittently interrupted by his academic pursuit, both at home and abroad.
Dr. Odunmbaku – Wilson is a member of several Professional bodies and is acclaimed worldwide and receives mention and citation in a number of authoritative biographical and professional publications.
He was up till his recent appointment, President and Chief Executive of Wilson Corporation, U.S.A. and Apinets Nigeria Limited.
MRS KAFAYAT FOLUKE ABDUL-RASAQ
COMMISSIONER FOR WOMEN AFFAIRS AND SOCIAL DEVELOPMENT
Born on April 16, 1956, she obtained a Higher National Diploma in Accountancy from the Kwara State College of Technology and a Master of Science Degree in Banking and Finance from the University of Ibadan in 1991.
Mrs. Abdul -Rasaq on appointment into the State Civil Service became the first female to serve as Commissioner for Finance in Lagos State. She is presently Commissioner for Women Affairs and Social Development.
ANTHONY BABATUNDE PINHEIRO
COMMISSIONER FOR WORKS
Babatunde was born on January 17, 1949. He obtained a Licentiate, and a Bachelor’s Degree in Engineering from Universidad De Navarra, Pamplora, Spain in 1973.
A member of a host of Professional bodies, he handled key projects including the structural engineering works and supervision of the Regional Office of Eko International Bank Plc. at Ikeja among others.
Up till the eve of his appointment, he was the Principal Partner of Pinconsult Association, an Engineering Firm.
