Key details
The April 2026 shake-up. Brazilian law requires executive officeholders to step down before running for office. As a result, 21 ministers left in this round, a record that beats the 14 who left in Lula’s first term in 2006. The government favored technical successors who already knew each portfolio, to keep policies continuous. Most replacements were the departing ministers’ own executive secretaries. Among those who left, Gleisi Hoffmann is running for the Senate in Paraná, and Márcio França for the Senate in São Paulo. Fernando Haddad is running for governor of São Paulo.
Alckmin’s dual role. He remains Vice President. Lula confirmed he will again be his running mate in the 2026 presidential election.
Earlier changes. Several changes came before the April reshuffle:
- Padilha moved from Institutional Relations to Health in March 2025.
- Boulos took over the Secretariat-General in October 2025.
- Lewandowski left Justice in January 2026.

The initial ministers. Several ministers from the first day of the government in January 2023 are still in place: Múcio, Vieira, Messias, Carvalho, Silveira, Dias, Marinho, Góes, Luciana Santos, Dweck and Menezes.
