- People’s Bank of China (Governor): Pan Gongsheng
- National Audit Office (Auditor-General): Hou Kai
- What these officials are: They head the 26 cabinet-level constituent departments of the State Council, China’s central government, whose premier is Li Qiang. The State Council includes the premier, vice premiers, state councillors, ministers, commission directors, the auditor-general and the secretary-general.
- How ministers are appointed: The premier nominates them, the National People’s Congress or its Standing Committee approves, and the president makes the appointment.
- Not all 26 are called “ministries.” Three are commissions (the National Development and Reform Commission, the National Ethnic Affairs Commission and the National Health Commission). The other two are the central bank and the audit office, headed by a governor and an auditor-general.
- 2026 changes so far: Agriculture and Emergency Management changed hands in April. Civil Affairs changed in August. Natural Resources is in transition.

- Ministers and Party posts: Ministers usually also hold the Party secretary post of their ministry’s leadership group, which is why these changes often appear first as Party appointments. At Civil Affairs, Li Changguan was named party chief in June, before his formal appointment as minister.
