- How changes are made: Under the constitution, the president proposes cabinet changes after consulting the prime minister, and the House of Representatives must approve them.
- Latest reshuffle: Parliament approved it on 10 February 2026, bringing in 13 new ministers. The previous major adjustment was in July 2024. President El-Sisi witnessed the swearing-in of the new ministers the next day.
- Mandate: The president’s directives focus on national security and foreign policy, economic development, production, energy, food security and human development.
- Single deputy PM: Madbouly now has just one deputy prime minister. Kamel El-Wazir and Khaled Abdel Ghaffar lost their deputy roles and were limited to the transport and health portfolios.
- Structural changes:
- The environment portfolio was combined with local development, and international cooperation was folded into the foreign affairs ministry.
- The Ministry of Information was reinstated under Diaa Rashwan.
- The Industry and Transport ministry was split into two.
- The Ministry of Public Business Sector was abolished.
- Security portfolios: The interior and foreign affairs ministers kept their posts. The defence ministry changed hands. Ashraf Salem was sworn in as the new defence minister. That is the same person as Ashraf Salem Zaher.

- Economy: Ahmed Kouchouk stayed at Finance, where he introduced tax reforms that pulled over EGP 1 trillion into the formal economy.
